Under general supervision of the Human Resource Director, performs a variety of personnel functions related to compensation, benefits, employment, policies, including public contact both in person and by telephone.
EXAMPLES OF WORK TO BE PERFORMED:
Collect, prepare and input payroll data from timekeeping system to payroll system on a weekly/bi-weekly basis. Review information for completeness and accuracy.
Work with various department supervisors for any missed time and update payroll records.
Administer assigned functions including classification reviews, compensation studies, and employment analysis.
Ensure compliance with all applicable state and federal wage and hour laws.
Compile and review internal management reports from payroll system software.
Assist in developing job descriptions and assist to determine base compensation.
Compare compensation plans, job classifications, and salaries through data and cost analysis.
Report all new hires and terminations in the Office of Attorney General.
Enter new employees into the payroll system (including assigning employee numbers).
Assist in data entry on vendor websites to enroll employees or make changes in benefit plans.
Set up and notify employees and Finance department of all wage garnishments that are received.
Assist in providing requested data relating to wage earnings, personal information, and dates of employment in order to respond to a verification of employment for employers, mortgage or loan companies.
Assist with Personnel Action Forms and review systems for accuracy.
Conduct periodic audits and prepare reports.
Assist in new employee orientation and employee training.
Assist in exit interviews for separated/retired employees.
Assist with the administration of FMLA and/or workers’ compensation.
Assist in developing and maintaining goals, objectives, policies, and procedures for insurance benefits and wellness programs.
Assist in administering the city wellness program to promote healthy lifestyle choices and to educate employees on making wise decisions when using their health insurance benefits.
Assist in planning and promoting annual employee health fair and health events, i.e. lunch and learns, health challenges, etc. Coordinate with outside vendors.
Assist in administering city benefit programs including medical, vision, dental, and life insurance, long-term disability, retirement/457’s, optional benefits, tuition reimbursement and paid leave programs.
Assist with benefits open enrollment period, reporting benefit changes throughout the plan year, distributing new plan materials and communicating changes to employees.
Assist with record retention and file review requests.
Knowledge of Human Resources principles and practices including compensation, benefits (including plan designs), records and labor laws
Strong proficiency in oral and written communication
Strong attention to detail
Strong proficiency using a personal computer and Microsoft Suite products
Strong quantitative and analytical skills
Ability to maintain effective working relationships with a diverse range of people
Ability to maintain confidentiality and exercise discretion
Ability to work with limited supervision
Ability to focus and maintain attention to performance of tasks and to work and complete assignments on time despite frequent stressful, emergency, critical or unusual interruptions
High school diploma or equivalent
Minimum of five (5) years of experience in Human Resources including employment, benefits, compensation, and records
Valid Texas driver’s license
