The purpose of this position is to administer compensation, benefits, workers’ compensation, wellness programs, and related human resources information systems, legislative updates, documents, and records for the organization. It is also responsible for monitoring, and reporting benefits, compensation and wellness metrics, budget, legislative updates and contract management activities.
This position is responsible for administering and implementing effective compensation programs that positively influence employee attraction and retention. This is accomplished by developing, upgrading and revising the existing salary plans as needed, administering the pay for performance program, conducting and participating in market salary studies, developing and analyzing job descriptions, assigning pay ranges and making new hire salary recommendations.
Responsible for administering and implementing effective programs and services that improve employee wellbeing, reduce risks, and stabilizes insurance costs for the North Texas Tollway Authority. This is accomplished by implementing health and welfare benefits for employees and retirees, retirement plans, administering interfaces and updates to computer systems and researching and managing the implementation of updates and changes to policies and procedures. Responds to questions and inquiries from employees, administers and communicates policies and provides related training to staff. This position has a dotted line supervisory relationship to the Compensation and Benefits Analyst for workers compensation administration, FMLA, ADA (American with Disabilities Act) accommodation requests, NTTA leave programs and other assigned duties that are benefits related.
Stays abreast of legislative changes that may impact Compensation and Benefits policy and procedure development and/or revision recommendations based on changes to Federal, State and Local laws.
Other duties include serving as the chair for the Benefits and Wellness Committee, working in collaboration with the HRIS Manager on HR Systems set-up and testing, coordinating special programs and acting as project manager on special assignments. Significant knowledge of PeopleSoft set-ups, including the set-up and operations of Benefits Administration and eCompensation is required.
Administers the compensation function by administering and implementing effective compensation programs, performing salary justifications, job description analysis, base pay salary table development, maintenance and revision as assigned, job analysis and other compensation functions as assigned. Organizes, evaluates and coordinates compensation studies, compensation surveys and the pay for performance program.
Performs periodic procurement of compensation, service and benefit providers, working in collaboration with procurement staff to facilitate the most cost effective and efficient providers available and execute contracts. Development and preparation of Requests for Proposals and Scope of Services, as required.
Responsible for coordinating annual benefits and wellness events, chairing and coordinating the NTTA’s Benefits and Wellness Committee and related activities including the development and implementation of a wellness program and/or initiatives addressing identified target areas.
Administers the benefit plans by administering contracts with vendors, reconciling payroll deductions/employer contributions and processing payments to vendors, responding to general questions, disseminating information, researching legislative changes, implementing changes, updating databases, consulting with legal staff as necessary, processing enrollment materials, coordinating plan committee meetings, and reporting information to management and/or vendors.
Provides education, leadership and supervision in the administration of workers’ compensation, leave, including FMLA and ADA programs. Reviews and recommends updates to internal processes, assists with the development and implementation of procedures. Assigns duties and guides the Compensation and Benefits Analyst as needed in their day to day operations.
Meets with employees to answers questions and assists with benefit plan issues. Advises individuals regarding eligibility and coverage provisions for medical, dental, vision, group life, disability, and retirement plans. Develops and delivers new hire orientation and other related areas of employee/supervisor training. Assists with the coordination of annual enrollment and related system set-ups and coordinates benefits and wellness events.
Working in collaboration with the HRIS Manager, coordinates information systems activities by coordinating set ups and interface processes relating to the organization’s human resources information systems, troubleshooting interface errors, and system testing, as needed.
Uses SharePoint to update and maintain accurate information on the NTTA Intranet Benefits web-site.
Ability to cope with job related stress including but not limited to deadlines, customer, supervisory and staff interactions, multi-tasking and high work volumes is required.
